Taiyuan, capital city of coal province Shanxi, plans to classify coal mines into A, B, C and D principally according to their safety control conditions, according to a notice published by Taiyuan government office on June 2.
According to the new policy, the rating of coal mines in the city will be A, B, C and D from highest to lowest, after comprehensive assessment of coal mines' safety management, mining technological condition, safety hazards, production layout, equipment & technology, safety integrity, safety standards, employees and production status.
A-grade mines will be regarded as those with the highest safety condition, while D-grade mines are those that have stopped production or construction for a long time.
The classification will be conducted each year and come under dynamic management according to safety condition and production/construction changes of mines.
A-grade coal mines will in principle not be included in those that would face production halts when other mine accidents occurred, and will be given priority in resumption inspection after suspending production.
Authorities could suspend approving construction expansion and capacity increase projects for C-grade mines.
Safety supervision will also be different for these mines: at least once inspection every half year for A-grade mines; at least once each quarter (three months) for B-grade mines; at least once each month for C-grade mines; stopping power and explosive device supply and conducting patrol for D-grade mines.
